When Alcatel and Lucent announced their merger in 2006,
it was recognized by both that the project management discipline for the
combined company would be critical.
By coincidence, both companies were already in the midst of major
improvements to their project management infrastructure, so the opportunity
for a synergistic combination was excellent. For these reasons, a core team
was formed very early in the process to analyze the existing PMO structures
of the two companies and to take the best practices from each and come up
with a cohesive plan for a tremendous PM development and project delivery
capability which would be ready for the combined company as soon as
possible. It was strongly felt that the enhanced PM capability would give
Alcatel-Lucent a competitive edge as a services and solution provider. This
presentation focuses mainly on the PM Development Framework – a major
deliverable of the core team.
Rich Maltzman, PMP has been managing projects and
(mainly) project managers since 1988, preceded by a 10-year career in
engineering. PMP-certified in
2000, he has overseen such projects as the telecom/video infrastructure for
the 1996 Olympics. He has led
teams of 15 project managers deploying nearly 100 telecom network or service
deployments at any given time.
He served a two-year international assignment in The Netherlands, building a
